Regional training on strategic enforcement

The Workplace Justice Lab@RU's Beyond the Bill program developed and hosted a two-day training designed to help state and local labor standards enforcement agencies target and maximize their resources. Through innovative, interactive curriculum, these trainings helped agencies strengthen the impact of their enforcement efforts by incorporating strategic enforcement tools and techniques into each stage of the enforcement process.

  • Northeast Region Training: Feb. 12-13, 2019, at Rutgers University, New Brunswick, NJ
    • Convened 31 agency leaders, policy experts, lawyers, and investigators from 6 local and state labor standards enforcement agencies
  • Southern Region Training:  March 7-8, 2019, in Raleigh, NC
    • Included 22 participants from 3 local and state agencies
  • Western Region Training: January 15-16, 2020, in Portland, OR
    • This training brought together 40 participants from 12 local and state agencies

Deep dive training on strategic enforcement

  • Strategic Enforcement Kick-off Training for Managers – – In early 2020, 70 managers at the New Jersey Department of Labor and Workforce Development (NJDOL) participated in a two-day training on utilizing the Strategic Enforcement paradigm.  Learn more below.
  • Strategic Enforcement Training for Staff - Following from the pre-pandemic manager training at the New Jersey Department of Labor and Workforce Development (NJDOL), staff from NJDOL’s Wage and Hour Compliance Division participated in a comprehensive 16-hour on-line strategic enforcement training in early 2022.  Learn more below.
Collaboration with the State of New Jersey’s Department of Labor and Workforce Development (NJDOL)

Since 2019, NJDOL has participated in the Workplace Justice Lab@RU’s Beyond the Bill (formerly Strengthening Labor Standards Enforcement) trainings and seminars. In early 2020, NJDOL leadership contracted with us to provide training on Strategic Enforcement to managers across all its divisions (including Wage and Hour Compliance, Unemployment Insurance, Workforce Development, Workers’ Compensation, Public Safety and Occupational Safety and Health, Employer Accounts, Office of Research and Information and Information Technology). Then, in early 2022, we provided a 16-hours online training to all investigators from NJDOL’s Wage and Hour Compliance Division. Through these trainings, the Workplace Justice Lab@RU helped NJDOL evolve their enforcement models and share best practices and lessons learned.

In July 2021, New Jersey passed a law creating the Office of Strategic Enforcement and Compliance within NJDOL and appropriated $1 million to fund it.  Given the favorable political climate, progressive governor, significant resources, and NJDOL leadership’s ability and willingness to adopt bold new initiatives, NJDOL has the unique opportunity to concretely improve the lives of hundreds of thousands in New Jersey.
