Gain key employment relations skills to prevent labor disputes,
support conflict resolution, and promote collective negotiation
Collective bargaining plays a vital role in public sector labor and employment relations in New Jersey. The Public Sector Labor Relations Certificate Program provides labor and management representatives with critical knowledge and skills to prevent labor disputes, resolve grievances effectively, and engage in productive collective negotiation. The program is a partnership between the New Jersey Public Employment Relations Commission (PERC) and the School of Management and Labor Relations at Rutgers, the State University of New Jersey.

- Supervisors, managers, and labor relations professionals involved in state, county, and municipal governments
- Union members, leaders, and representatives of public employees

The registration fee per class is $300 (although certain classes may have an additional fee for special materials). Being a remote program, the topics covered here will be of interest to labor relations professionals across NJ as well as those from other states. Registration made within three business days of the class date will be subject to a late registration fee of $25.00 per person. Pre-registration and payment are required to guarantee seats. All classes will be held remotely, via Zoom until further notice.
Certificate Requirements:
Participants must complete six courses in the Public Sector Labor Relations Program to receive their Public Sector Labor Relations, Certificate of Completion.
While the program begins in September, learners may enroll in individual courses at any time. Seven course options are offered to allow some flexibility in scheduling for students, however, please note that some classes constitute a two-part sequence (e.g. Grievance Arbitration I and II) in which part 2 may not be taken without first completing part 1.
Available Credits:
New Jersey Mandatory Continuing Legal Education (MCLE) - 6 Hours
Continuing Education Units (CEUs) - .5 CEUs
Cancelation Policy:
No refunds will be issued. Cancelations made three business days prior to the date of a class will receive full credit toward any future courses offered by LEARN at Rutgers University. There will be a $75 fee for all other cancelations, and the remaining credit can be applied toward any future LEARN courses.
