Rutgers University’s Center for Innovation in Worker Organization (CIWO) continued to build and strengthen its relationship with the Interstate Labor Standards Association (ILSA), the national association of the state wage and hour enforcement agencies. ILSA invited CIWO and our partner, the Center for Law and Social Policy (CLASP), to present two skills training sessions on strategic enforcement at this year’s national conference. CIWO and CLASP used this opportunity to pilot two of the six training modules it developed on strategic enforcement following the Strategic Enforcement Convening in May 2018. While the full day and a half training will be rolled out at regional workshops across the country in early 2019, ILSA conference attendees were the first to see any of the curriculum. Additionally, CIWO and CLASP released four briefs from its Labor Standards Enforcement Toolbox series covering complaints, intake, and triage; investigations; collections; and strategic enforcement at the 2018 ILSA conference.
 

Session 1: Strategic Enforcement: Building Support at Your Agency

This innovative train-the-trainer module was designed to help agency leaders and staff achieve broader buy-in for strategic enforcement in their agencies. Defining and illustrating why strategic enforcement is necessary in today’s economy, the training equipped participants to explain the evolution of the U.S. economy and how strategic enforcement helps to address the complexities of the contemporary workplace.

Session 2: Industry Mapping: A Critical Element of Strategic Enforcement

  • The second session provided a framework mapping an industry and explained how mapping can be used to increase investigative effectiveness. Additionally, with almost 20 years of experience in the janitorial industry, CIWO’s partner, the Maintenance Cooperation Trust Fund (MCTF), provided a real world mapping example by walking participants through its approach to mapping the janitorial industry in California.
