Welcome to the Adult College Completion Portal!

Rutgers Education and Employment Research Center (EERC)and the National Association for Workforce Board (NAWB) are working together to implement the Adult College Completion (ACC) initiative. The overarching goal of this initiative is to shift policies and practices within the Workforce Investment System towards promoting college completion as a possibility for short-term training for clients and to conduct research to determine what difference college completion makes for both client and performance outcomes in the workforce system.

ACC aims to increase the number of workers holding Associate or Bachelor’s degrees. Research shows that over a fifth (22%) of adults nationwide have some college, but no degree, and that workers with degrees fare better in the labor market. To date, EERC and NAWB have focused efforts on five states: New Jersey, Pennsylvania, Indiana, Mississippi, and Oklahoma. States and local areas in the initiative have taken different approaches to determining eligibility for short-term training funds ranging from 0-15 credits to 0-30 credits remaining for an individual who has not previously completed an Associate or Bachelor’s degree to do so.

Adult College Completion (ACC) can be integrated into the workforce development system to help states improve employment outcomes for adults in local workforce areas. ACC puts new practices and policies in place that result in more systematic identification of workforce investment clients who are near college completion, routinely assess whether such clients can receive Workforce Investment Act (WIA) funding to complete college, and support clients with college completion.

This website is intended to inform and provide Workforce Development staff with the tools needed to encourage college completion in their region. EERC and NAWB have compiled national and local data, promising practices, recruitment tactics, and policy recommendations as a toolbox for workforce staff in helping clients achieve their educational goals.
